Information concerning organization
The Association of Scientific and Technical Intelligentsia was founded at the beginning of 1995 and registered on September, 18, 1995 (the Certificate on registration № 41) by Department of Justice of Sugd Khukumat of the Republic of Tadjikistan. ASTI is non-governmental not-for-profit public organization (NGO) promoting development of democratic reforms and softening of poverty problems in the Republic of Tajikistan through effective use of potential of scientific and technical intelligency and strengthening of the role of the non-commercial sector by realization of social, information, coordination, educational, consulting programs and programs of development.
On August, 9, 2005 the Association of Scientific and Technical Intelligentsia is registered as Republican public association (the Certificate on registration № 1628).
The basic goal of activity: Rendering assistance in development of democratic reforms and creation of living conditions for the population of Republic Tadjikistan.
July 1-5, 2007 Partners of Assitance Group visited Bishkek, Kyrghyzstan to study work experience of the organizations of the Civil society engaged in issues of participation of representatives of noncommercial sector in monitoring of realization of strategic state documents. The representatives of 9 organizations from Sugd oblast, Dushanbe and Khatlon took part in the exchange visit.
The exchange visit was realized in the frame of the project "The improvement of therole of civil society in the development of Poverty Reduction Strategy" suppoted by ECCA.
Beginning in March 2008, implementation of the project "Rehabiliation of Waste Water Canals and Strengthening Cross-Border Dialogue in the Border Communities of Maksat and Kalacha" has begun. The Project is supported by the organization ACT Central Asia.
The aim of this project is to assist in the creation of cross-border dialogue and positive neighborly relations between the border communities of Maksat and Kalacha (Kylyndin region of Kyrgyzstan and the Ovchi Kalacha Jamoat in Tajikistan). This will be done by resolving problems with waste water canals and lowering their negative effect on the village of Kalacha during the fall and spring periods. Achieving this aim will allow for a decrease in inter-ethnic tensions in this border area, provide for safety of dwellings and in the village of Kalacha during the fall and spring, and finally complete the system for disposing of waste water. Through this project, two components will be implemented - educational and technical
Under the educational component, efforts will be directed at building the capacity of local community organizations of Maksat and Kalacha and at preparing the population of the border zone for a joint warning system of natural disasters, giving them the ability to respond appropriately to these events.
Implementation of the technical component implies the complete of the construction of the existing waste water canals through the direct participation of community residents. The created response groups of the communities of Maksat and Kalacha will be provided will necessary equipment for rescue efforts in the event of a natural disaster.
From December 5-8, 2007, in Bishkek will be held the Regional School for Monitoring and Evaluation of National Development Programs
Aims: Develop approaches for the creation of a system of monitoring and evaluation in countries of Central Asia
School Objectives:
1. Study the role of monitoring and evaluation in the effectiveness of the implementation of the strategy and programs
2. Study the experience of the use the data collected through monitoring and evaluation in government management
3. Develop action strategies and plans for creating a system of independent evaluation in CA.
4. Build cooperation between state organs, NGOs, and Independent evaluators in the process of monitoring.
